Updated WebStar web server to 10.4.4

I updated our WebStar web server to 10.4.4 from 10.3.8. Hopefully, this solves the memory leak problems that would require a reboot every 4 to 5 days. I also recently applied a WebStar 5.4.0 to 5.4.1 patch.
